What we do
We provide support to all internal teams at Basingstoke and Deane Borough Council and work closely with our in-house legal team to support our teams through the full procurement journey.
Across the team we support approximately 45 large value procurement exercises a year, in addition to providing general procurement support, advice and guidance in relation to quotation exercises or contract.
Procurement officers, the Senior Procurement Officer and Procurement Manager are responsible for leading the procurement process for all high value contracts (above £100,000) across the council.
We review procurement options with our internal customers based on their requirements, helping to determine the correct route to obtain best value for money. We lead the process throughout, prepare the procurement documents with support from our customers, acting as a critical friend when reviewing specifications, helping customers to determine evaluation criteria and publishing the tender.
Once advertised we manage the procurement process, liaising with internal customers and engaging with suppliers, undertake initial bid reviews for compliance and prepare our internal teams to evaluate bids. Following completion, we prepare feedback reports and arrange for the contract to be awarded, resolving any complaints or queries should they occur.
All our exercises are undertaken in line with relevant procurement legislation, so experience of using both frameworks and open tendering is essential.
Our projects are varied as we support all council services, as illustrated with photos of some of our completed projects above. This could be helping to procure contractors to build a new community centre, undertake building upgrades to council facilities or supporting one of the councils many strategic development projects (Manydown, Basing View and the Leisure Park). We also support a range of service contracts, including our homelessness and social inclusion contracts, professional services such as legal or financial advice and waste and recycling collection. Finally, we support the procurement of goods including our capital vehicle replacement and IT equipment.
We are currently part way through our biggest procurement exercise; a £54.25million scheme to deliver a new water and leisure complex. We are also currently working on re-procurements for our homelessness support programmes, potentially new software systems, a tree maintenance contract and new minor highways framework partnering with neighbouring local authorities, alongside our capital works programme to update our property portfolio and vehicle fleet.
