About us

At Eastleigh Borough Council we are committed to our mission of Supporting Communities, Improving Lives.

A medium-sized district council with big ambitions, we have embarked upon and completed a range of major projects and initiatives ensuring we continue to be progressive and innovative in our approach whilst meeting our corporate priorities: the creation of a green borough, enabling healthy communities, promoting prosperity for local businesses and the provision of a more diverse mix of housing to meet the needs of Borough residents.

The Council employs 500 professional staff at various sites, supporting around 130,000 residents and a diverse range of businesses.

We have ensured despite the economically challenging last few years no reduction in our services and indeed have expanded many areas of service delivery, including Development Management and Planning Enforcement.  

The imminent adoption of the Borough’s Local Plan will provide certainty for all our customers. The next 10 years presents the borough with new and exciting development projects and opportunities which includes shaping strategic housing allocation, opportunities to enhance an international sports complex and working with international businesses in successfully delivering the newly designated Solent Freeport and significantly boosting the local and region’s economy.

The Council invests in its community not least with successfully introducing a housing delivery strategy. This sees the Council play an active role in the Borough’s development schemes, buying land and partnering with private sector developers. When private developers can’t deliver, the Council can step up to unlock stalled development ensuring the delivery of range of properties within the borough remains buoyant. Currently, as landowner and lead developer the Council are promoting a mixed-use development including 2,500 dwellings and community infrastructure. As part of this project £20.8 million grant funding agreed with Homes England will accelerate the delivery of new homes in Eastleigh and unlock a 310 acres site in Horton Heath

Eastleigh Borough Council is situated at the heart of South Hampshire. Covering Chandler’s Ford and Eastleigh town centre in the north down to Hamble-le-Rice in the South. Eastleigh Borough incorporates:

  • Chandler's Ford and Hiltingbury
  • Fair Oak, Bishopstoke and Horton Heath, Parish Council
  • Hedge End, West End and Botley
  • Bursledon, Hamble & Hound
  • Eastleigh town centre (although work is underway to establish two new parish councils for Eastleigh) and parish of Allbrook
