Our transformation programme reaches the breadth of the organisation and requires all parts of the organisation to work together to deliver it.
Given the scale of the change required, Companies House is looking for a new SCS2 to work alongside the CEO.
The post will have responsibility for the major elements of the transformation and service improvements ensuring they deliver in line with overall expectations of Ministers, government and our users. This is a significant programme of reform and needs an individual with excellent experience of transformational delivery to ensure Companies House meets a once in a generation opportunity.
Reporting directly to the Chief Executive Officer and Registrar for England and Wales, and as a member of the Executive and Main Board, you have a proven track record of leading organisations through major change, ensuring activity is well managed and can truly embed across the organisation. You will support and maintain an excellent culture, shaping the future of Companies House, helping lead us to being a brilliant, service-led organisation, while navigating complexities such as new legislation and policy.
In this role you will be responsible for the end-to-end delivery of business change and service transformation, ensuring it integrates, joining up all aspects of implementation across the business through best practice methodologies.
You’ll be a strategic thinker who can take the broader, systems view into planning and delivery, which you can articulate effectively to galvanise action and obtain buy-in and understanding across the organisation and with our stakeholders.
You will oversee cross-cutting service design and implementation, issue resolution, dependency management and reporting bringing quality, consistency and agility to all aspects of service delivery.

The successful candidate will:
- Provide strategic oversight which enables the successful delivery of our transformation to deliver our strategy, bringing cross functional leadership to those developing and managing transformation delivery
- Working with the Director of Portfolio and Business Change, to ensure our strategy, policy and legislation is translated into deliverable, operational plans, ensuring impacts are assessed fully, communicated, actionable and that accountable owners are identified and supported in making change happen
- Lead the organisation to become a service led organisation, that is data mature and meets user needs both internally and externally.
- Work with our Director of Services, to support enhancements to end-to-end services that are sustainable, efficient, best practice standards to meet all user needs, and that iterations and improvements are continuous based on user data
- Work with the Director of Digital and Technology, to become a digital first organisation, with our users at the heart (staff and customers); champion our technology transformation including exiting legacy IT where needed and ensuring the infrastructure is in place for future needs
- Work with the Chief Data Officer to champion and help enable our data transformation strategy to take effect, to raise quality levels, maximise the value our data has to offer and to become a truly data led organisation
- Act as a gateway to our governance; for example, oversee decision-making for the go-live criteria, when issues are escalated. Ensure we take a cross-organisation view – considering technology, operations, legal, policy, customer experience, organisation readiness – all aspects, working with impacted teams and Directors. Ensuring they are fully consulted before decisions are taken. Ensure information is shared across the organisation and that ‘lessons-learned’ becomes common practice in how we deliver our work.
The successful candidate will:
- With the Finance and Commercial Director, oversee join up and delivery of our business cases and Spend Review bids, both in terms of how we develop them from a systems-wide perspective but also an impact assessment and implementation perspective
- As a member of our Executive Team and Main Board, shape our strategy and participate in corporate governance, delivery and risk management across the business, ensuring accountability and ownership of our outcomes
- Leadership of verification of identity and how we register overseas entities; working with the service owners, programme teams and others to shape, support, make continuous improvements and move into BAU.
Person Specification
- Demonstrable experience of delivering large scale transformation in public services; delivering for users, both internal and external, working collaboratively with colleagues to ensure we meet stakeholder needs
- Ability to take a long term strategic view and translate this into actionable plans that work across the organisation
- Outstanding leadership skills - both of high performing teams and in raising standards, with the ability to inspire and empower colleagues to deliver and challenge where necessary. You have a proven ability to build effective relationships with diverse groups of stakeholders
- Strong analytical skills, with structured thinking and logical reasoning that you are able to articulate to various stakeholders, with your excellent communication and influencing skills which you are able to flex and adapt
- Resilient and proactive, capable of creative problem solving under pressure with the ability to advise and propose options for the CEO and wider Executive Board
- Commercial acumen, with sound judgement, and deep experience of Business Cases.
