Since 2011 Babergh and Mid Suffolk District Councils have answered the challenges facing local government by developing a new way of delivering council services. In the last ten years, we have saved £2m each year across the two Councils by delivering our services under a joint Chief Executive and fully shared staff structure.

We are agile, resilient, strongly customer focused Councils which enabled us to deliver with minimal service disruption through the Covid-19 pandemic. The Councils embrace adaptation and continuous learning and we are innovative and creative developing new partnership delivery models in Suffolk. In 2021, Babergh and Mid Suffolk were shortlisted for iESE council of the year at the iESE Public Sector Transformation Awards and won a bronze award.

Our Councils are highly ambitious and want to see significant improvement for the wellbeing of our residents and communities. Evolving our existing performance approach, a new Outcomes Framework provides the golden thread between our strategy and business planning arrangements. It links the Corporate Plan, the six strategic priorities, the service plans and personal plans, as well as ensuring the Corporate Delivery Plan is delivering the right activities to achieve our outcomes. It drives the new performance management approach for our Councils and the direction of travel for embedding a more comprehensive culture of performance challenge and improvement aligned with finance and risk reporting.

The Outcomes Framework was finalised and agreed by both Cabinets in January 2022 (Outcomes Framework Item 8). The approach to the Outcomes Framework is underpinned by our agreed values and behaviours. Our values, developed by our staff in 2018, are part of our DNA.
