The Finance Officer & Deputy Clerk of the council will be responsible for managing all the day to day financial activities of the Parish Council. In addition, as Deputy Clerk you will be responsible for the managing of meetings and the statutory operations of the Parish Council in the absence of or as directed by the Chief Officer.

Finance Officer
  • Working with our outsourced payroll provider to ensure the payment of wages and salaries and calculation of PAYE, NI and pension deductions, in line with current legislation.
  • Receive and report on invoices for goods and services to be paid by the Council, to manage the purchase ledger and ensure payments are made within the agreed terms. Input all receipts and payments in Sage and reconcile the bank accounts on a weekly basis.
  • Monitor cash flow and recommend fixed term and treasury deposits.
  • Assist preparation of the annual budget with the Chief Officer and other service managers.
  • Work with the Internal Auditors on their three times/year audits, making available all required information.
  • Close the accounts at year end and prepare the Annual Governance and Accounting Statement and supporting papers for submission to the External Auditors.
  • Support the Finance & Administration Committee together with the Chief Officer, participate in all meetings and prepare minutes.
  • Ensure that the Council receives best value for the supply of utilities and other services by reviewing service providers regularly.
  • Carry out tasks as directed by the Chief Officer, including both everyday items and special projects as necessary
  • Be responsible for the Sage accounts, ensuring regular backups are processed, supplier updates installed and any system errors or reported differences are resolved.
  • Ensure with the Chief Officer that the Business and Financial Risk Assessment is kept updated and reviewed by the Finance & Administration Committee on an annual basis.
Deputy Clerk
  • Act as deputy to the Chief Officer and Clerk to the Council, preparing for and attending meetings in the event of the Chief Officer’s planned or unplanned absence.
  • Cover all other external duties of the Chief Officer, including attending external meetings and if required being the professional “face of the Council”.
  • Assume the delegated authorities of the Chief Officer in the case of their unplanned or extended absence.


Education, Professional Qualifications & Training

A good standard of education including numeracy and literacy. Relevant book-keeping or accounting qualifications such as AAT, CIPFA, ACCA or CIMA.

Personal Aptitude

  • Working hours to be agreed on a fixed pattern, but some flexibility required to cover workload peaks and office staffing.
  • Able to work under pressure and meet strict (sometimes statutory) deadlines.
  • Analytical skills, attention to detail, ability to identify errors.
  • Able to attend evening meetings. (Usually on Monday six per year, 18:00 to apx. 19:30.)
  • Willingness to undertake relevant training to ensure currency with relevant legislation (VAT, PAYE, pension, Local Government, etc.).
  • Able to develop the post in line with changing circumstances

Experience Skills and Knowledge

  • Good knowledge of Sage accounts, or similar integrated finance package.
  • Extensive knowledge of MS Excel.
  • Working knowledge of MS Word and Outlook.
  • Experience of producing quarterly management accounts and year end accounts.
  • Good working knowledge of VAT and PAYE, including submissions.
  • Experience in financial control and budgeting.
  • Able to communicate succinctly and clearly both orally and in writing.
  • Able to structure and prioritise workload with minimal supervision.
  • Able to work independently and as part of a team.
