The Pensions Regulator (TPR) is the UK regulator of work-based pensions schemes, protecting the post-retirement income of over 30 million people and around £2trillion of assets.  We create better outcomes later in life for workplace savers, drive up standards of trusteeship and improve saver’s understanding of their situation.

Our Chief Executive provides visible and inspirational leadership to our staff, effectively collaborates with our partners and has the strategic judgement to anticipate and plan for future changes across the pensions sector.

 

Role purpose

 

  • To develop and lead a clear strategic and regulatory vision, delivering a transformational approach to regulation, focussed on delivering measurable improvements to saver outcomes.
  • To champion and lead on robust strategic plans that drive the organisation forward.
  • To continually challenge and develop the organisational capabilities and capacity of TPR to enable outstanding performance.
  • To lead and empower the Executive Team to deliver effectively as a team and as individuals in line with the corporate and regulatory strategy
  • To provide visible and inspirational leadership to all staff of TPR role modelling the values at all times ensuring a ‘one TPR’ team where everyone contributes to the success of TPR.
  • To build and develop strong relationships with key stakeholders and partners including DWP, Minister for Pensions, other regulators and the regulated community.
  • To be an effective thought leader for the industry, using media and communication strategically.
  • To ensure efficient delivery of all responsibilities, with a robust focus on value for money.

 

Key Responsibilities /Accountabilities

 

  • Creating successful collaboration with sponsored department and government representatives to position TPR effectively in pensions policy and delivery
  • Building effective relationships with the wider pensions industry and media as a thought leader on pensions issues and a key spokesperson on pensions challenges and regulation
  • Cultivate and maintain partnerships with key regulatory bodies to provide a joined up regulatory service
  • To represent TPR at senior committees, up to an including the Work and Pensions Select Committee
  • Leading and maintaining a strong leadership team which is fairly and fully evaluated; Assigning responsibilities clearly to executive and senior management and overseeing the establishment of effective risk management and control systems;
  • Recruiting, developing and retaining talented and diverse people to work at TPR
  • Act as Accounting officer for TPR with delegated authority from DWP
  • Communicating throughout TPR the strategic objectives and the values of TPR as agreed with the Board, and ensuring that these are achieved in practice; Sharing with the Chair and with other members of TPR senior management the responsibility for communicating TPR’s messages externally

 

Knowledge, and Experience

 

  • Demonstrable leadership capabilities, enabling and empowering team members to deliver whilst also fostering a strong culture of accountability
  • Ability to shape strategic vision, balancing the development of long-term strategy with delivery of short-term objectives
  • Proven capability of leading coherent, joined up and fully delivered change programmes across the organisation building strategic capability for the future
  • Experience of leading the development and delivery of transformational change in relation to digital and data techniques
  • Ability to prioritise resource across multiple competing strategic objectives, aligning resource allocation to measurement of results delivery
  • Familiar and at ease in a position with high public visibility and accountability; committed to establishing and maintaining the highest standards of integrity, professionalism, and due process
  • Operating an effective system of controls, assurance and risk management
  • Responsibility for overall delivery of regulatory (or other equivalent) functions
