The Royal Borough of Kingston-Upon-Thames (RBK) is committed to transforming how it operates so that it can deliver the best possible outcomes and services for its residents and communities at the same time as ensuring financial sustainability for the organisation. Like other borough’s the COVID-19 pandemic has had a profound impact on our communities and on the council’s financial position, the requirement to transform at pace is now more important than ever.
RBK is moving forward with an ambitious programme of transformation activity and prioritising a focus on change programmes that will deliver the biggest impact on outcomes for residents and the delivery of financial benefits to support the Council’s financial sustainability. Our ambition is to be a high performing networked organisation with a highly constructive culture where people truly flourish and reach their full potential.
To do this we’ve set up a Corporate Commissioning and Procurement Team that brings together these related skills to work together more effectively. The team will enable us to focus our resources on delivering the Council’s priorities in the most effective and efficient way, develop new partnerships and work in new ways. Where we go next will require ever more effective procurement leadership, commissioning expertise and project management, a strongly evidence-based approach and a willingness to work flexibly across services and teams focussing on outcome delivery.
The Corporate Commissioning and Procurement Team is currently recruiting for a number of vacancies including permanent and fixed term roles which will mean more medium to long term resources to help support the increasing demand for recommissioning and procurement. This is your opportunity to support the successful delivery of some of the Council's most ambitious and transformational projects. These range from our major regeneration and house building programme to recommissioning our children and adult services and everything in between. There is no part of the Council this role will not engage with therefore strong stakeholder management and relationship building skills are a must.
You will be part of a highly committed, inclusive and supporting team, operating at high professional standards who also effectively engage with each other via a virtual happy hour, coffee mornings, pub quizzes, and wellbeing activities.

Some of the key projects that the team are leading on include:
- Developing flexible frameworks for Homecare and Reablement and Supported Living adult social care services over the next 7 years.
- Recommissioning Green Spaces via a competitive dialogue procedure, trialling the new RBK social value framework.
- Recommissioning Total Facilities & Property Management in 2021/22 that includes hard and soft FM services, management services, minor works and associated professional services, capital construction and associated professional services and Utilities.
- Successfully tendered a joint street lighting contract under the open OJEU procedures for a period of 10 years on behalf of Shared Environmental Services for RBK and LB Sutton. This contract will have significant.
