Technology at Bolton Council

Technology is at the heart of Bolton Council’s plans to enable service delivery to residents and businesses across the borough, and to help Council staff and elected members have tools that make their work easier and more efficient. At the Council we recognise the fundamental importance of technology being a key enabler, and our Digital Strategy and Digital Programme are at the heart of our Corporate Plan. This cross-cuts the entire Council, helping each of our five directorates to be successful in their own businesses, while binding these teams together towards standardisation based on the most appropriate technology systems and tools, as well as facilitating best practice.

The Council has a well-developed approach to technology delivery through operating with a third party ICT service supplier, and under this umbrella contract wide-ranging services are provided. Across our directorates a number of additional arrangements exist relating to technology historically sourced by business teams in those areas and that have been specific to their service delivery requirements. We are now at the exciting stage of seeking a new third party ICT contract, for which a procurement process is currently operating, and with these new supplier arrangements to start from 1 February 2023. The Council is at an inflection point where further technology transformation will be enabled for our organisation.

We are supported by a brilliant Technology team, which has received substantial investment over the last year and doubled in size. The Head of Technology will directly lead this team, combining its effort with that of a matrix of others across the Council who are involved in technology-related responsibilities. Combining this organisational capability with the service provided by third parties will provide the Head of Technology every opportunity to define and implement a clear strategy and lead the Council in achieving many of our transformation aspirations. While this is a substantial part of the role, so is leading the team and overseeing service delivery by third parties to ensure Business As Usual operates strongly day-to-day, and backed up by robust business continuity capability.
