Highways and Transportation, together with partner organisations are responsible for an extensive range of services aimed at safe, efficient and reliable movement throughout the Leeds district.
The Site Developments Service plays a vital role in supporting the delivery of regeneration and new development projects in Leeds and across the West Yorkshire Region. Working as part of the Civil Engineering Department, within the City Development Directorate.
The Site Development Teams have restructured and are now in the process of reshaping and improving service delivery. This is an exciting opportunity to join us and be part of the journey. The Site Development and Operations Manager will play a key role to influence and lead in the development of the services, supporting the delivery of some flagship projects both within Leeds and the surrounding areas.
Our services are constantly developing and improving to ensure we can respond to the needs of our clients and partners. We work in partnership with other public sector teams, local councils across the West Yorkshire Region, communities, the private sector including major developers and engineering consultants. We work collaboratively to provide a joint approach to support the delivery of the regeneration and development of the Leeds City Region.
The Site Development Service consists of the following 4 teams:
Geotechnical
The Geotechnical Team support Leeds City Council, other local authorities and private sector clients in managing ground related risks on schemes.
They have access to a comprehensive historical, geological and environmental database, and with more than 50 years of collected data, have a unique and in-depth understanding of the ground in Leeds and across Yorkshire.
The team of specialist engineers support schemes from conception through to completion and maintenance. They are proactive in identifying and managing project or ground related risks, to enable clients to save time and money.
The Geotechnical Team produce detailed recommendations for clients when constructing new developments to ensure that the highways being built will meet the Councils adoptable standards.
Section 38 Team
The Section 38 Team is responsible for implementing Section 38 and 278 agreements relating to the 1980 Highways Act. They oversee construction of new highways and changes to existing highways to support the development of new homes, businesses and infrastructure. They carry out technical auditing and verification of designs, processing of agreements, site inspections and the adoption of new highways via Section 38 and 278 agreements.
The team work closely with Planning and Development Control to ensure the design of new highways meet adoptable standards. The team are involved in some major projects including, The East Leeds Orbital Link Road, Manston Lane Link Road and Skelton Lake Motorway Services.
Site Development
The Site Development Team is a small specialist team which provides an essential in-house Highway Consultancy Service supporting the delivery of the Schools Expansion Programme, Housing Growth, Regeneration and the Capital Receipts Programme in order to obtain planning permission.
Delivering sites for sale, generating a capital receipt and creation of new homes and school places in line with national targets for Leeds residents by ensuring that housing and school developments can be delivered and designed in a manner that meets the standards as set out in the Leeds City Council Street Design Guide and Supplementary Planning Policy documents.
Other essential services provided are Site Investigation Assessments and Surveys, Transport Assessments and Statements, Right to Buy Surveys, S116 Stopping Up Orders and Topographical Surveys.
Operations Team
The Operations Team has several key functions. It works across teams to undertake service and performance reviews to improve efficiencies and deliver improvements in service and value for money. The team produce and review performance management data for the Site Development Service and deliver marketing and communication initiatives.
The team focus on staff development and have developed skills matrixes for roles to support the appraisal and development process.
The Technical Support Team forms the backbone of support to the wider Highways and Transportation department and is accountable for critical functions such as ordering of materials, invoicing and dealing with Member enquiries and complaints, all in a timely and appropriate manner.
