The company has a good track record of success, playing a major strategic role towards the transformation of some of the more deprived parts of the County. The company is entering an exciting phase in the re-assessment of it’s built property portfolio, whilst at the same time bringing forward a number of large-scale development opportunities that have the potential to significantly benefit the local area in terms of facilities and job creation.


As you would expect with any aspirational plans, we need the right team of professionals in place. As such, we are looking to appoint an individual who will play a key role in ensuring the successful delivery of the goals and outcomes that the company has set out to achieve. Sea Change Sussex has a small but dynamic team and prides itself on its flexible approach and its ability to react quickly to both opportunities and challenges. The Property Director’s role underpins the financial stability of the company by optimising the income from its built property portfolio and to maximising the value from disposals of serviced development plots and non-core properties.


The role is diverse and offers a wide variety of work ranging from marketing, estate management, L&T and business rates to helping with planning and development. The Property Director has a real opportunity to develop the role and to play an important part in defining the future strategic direction of the company.

Developing the East Sussex economy


East Sussex is a wonderful business location. It offers low operating costs, high quality premises, vibrant business networks, close academic links and strong workforce skills.



We are Sea Change Sussex, the not-for-profit economic development company for the county.



We’re working to expand the area’s economy and generate jobs by attracting successful employers and enabling local firms to grow. Our main focus is on developing a portfolio of prestigious commercial property – offices, business parks and sites for businesses from small firms to big corporations.


Sea Change’s development programme has focused on the Hastings, Bexhill and Eastbourne areas of East Sussex, where there is greatest scope to expand business activity. Our programme has built on the initiative regeneration company Sea Space completed in 2011, having brought great positive change to Hastings.

We’re now working to help secure further business growth and new jobs.  As a central part of this, we’ve been undertaking commercial development through five main schemes:

  2. The Innovation Centrein Hastings & St Leonards, offering high-quality serviced offices
  3. The Sovereign Harbour Innovation Parkin Eastbourne

Our Properties

North-east Bexhill

We’re developing an extensive range of business schemes over 42 acres of land in north-east Bexhill – the most significant business development area in the county.  This land can accommodate up to 600,000 sq ft of business floor space across two sites. It’s been made accessible for the first time by Combe Valley Way (formerly known as the Bexhill-Hastings Link Road) completed this road in December 2015.

The north-east Bexhill business developments have the potential to support a great many jobs by enabling local firms to expand and attracting companies from outside the area, so creating a thriving new business community.  Combe Valley Way provides an easy route for employees in Hastings and Bexhill to travel to work at companies based there. Economic experts Genecon forecast that it will boost the local economy by £1 billion over the next 25 years.

Bexhill Enterprise Park

We’re creating the Bexhill Enterprise Park in stages, with our attention first on Bexhill Enterprise Park South – the area southeast of Combe Valley Way.  In 2020, we completed development of the 25,674 sq ft High Weald House – letting now.  A contemporary, light-filled, energy-efficient (EPC rating: A(21)) building with ample on-site parking.

High Weald House stands next to Glovers House, the first property we developed on the Enterprise Park. A high-quality property also around 25,000 sq ft, Glovers House was fully let on completion in December 2015 to expanding company Park Holidays UK.

In addition, we have sites available which can accommodate up to 220,000 sq ft of mixed-use premises. And we can accommodate more than 300,000 sq ft of industrial premises on Bexhill Enterprise Park North on the northern side of Combe Valley Way.

In terms of connecting roads, we’ve developed Mount View Street to access the Enterprise Park from both Combe Valley Way and, from the south, from Bexhill’s Wrestwood Road.

To the north-west of Combe Valley Way, we’ve developed Haven Brook Avenue, which opened in March 2019, to open up further development land as well as improving local traffic routes.

The Innovation Centre – St Leonards

The Innovation Centre offers affordable, high-quality office and workshop space for expanding small companies.  It provides a dynamic business environment with units from 150 to 600 sq ft, supporting  growth whether you’re a single entrepreneur or a bigger firm.

Each space is ready to move into with high-speed broadband Internet and phones.

The Centre has on-site parking, meeting rooms for tenant companies, a staffed reception, an attractive relaxation area and outside gardens.  It’s conveniently located on the Churchfields Industrial Estate on the north-west outskirts of Hastings, three miles from the town centre, mainline rail station and seafront, and just a mile from the A21 to London.

Sovereign Harbour, Eastbourne

We developed the Sovereign Harbour Innovation Park on a 5.5 acre site three miles from Eastbourne town centre, within five minutes’ walk of the waterside cafes, restaurants, bars and boutiques of northern Europe’s largest marina complex.

We designed the Innovation Park to provide high-quality premises and sites to enable companies to expand and generate jobs, providing an economic boost to this part of the county. The scheme included Pacific House (pictured), a contemporary, 25,235 sq ft, low-energy business centre – capable of supporting up to 299 jobs – which we completed in July 2015.

Pacific House attracted a wide range of small, medium and large companies and became a thriving business centre that reached 95% occupancy. We built a site road and installed services to make additional sites available on the Innovation Park which can accommodate a considerable amount of further floor space.

We also built the Sovereign Harbour Community Centre there for Eastbourne Borough Council.

This 7,800 sq ft building features three multi-use rooms, with kitchen facilities, capable of accommodating up to 325 people. It hosts a range of community events and played a vital role as an NHS COVID-19 vaccination centre for two years during the pandemic.

Transfer of ownership: In September 2024, we transferred ownership of the Sovereign Harbour Innovation Park, including Pacific House, to Eastbourne Borough Council and East Sussex County Council in line with the funding agreement for its development.

North Queensway Innovation Park, Hastings

We prepared an approx. 12-acre site St Leonards – the largest in the area designated for business use – to create the North Queensway Innovation Park.

The Park is surrounded by attractive woodland, next to a thriving manufacturing zone, close to the A21 to London and just four miles from Hastings town centre and seafront.

We cleared the site, developed a new road junction and entrance from Queensway and created part of a site road within the Park.  We are now reviewing our options for the future of this site and deciding on the next best steps.

Priory Quarter business district, Hastings

Priory Quarter is Hastings’ town centre business district. Approximately 150,000 sq ft of new premises have been developed so far – plus the Priory Square public space.

The 46,000 sq ft One Priory Square offices have been purchased by Saga for its insurance operation.

The Havelock Place building stands next to One Priory Square and also provides high-quality, contemporary offices. The Government’s Department for Work & Pensions (DWP) has leased the building, along with the adjoining Lacuna Place offices, and is set to bring hundreds of workers into Hastings town centre.

Marina Pavilion, Hastings/St Leonards

Our Marina Pavilion property on St Leonards seafront is a striking, two-storey property opposite the Royal Victoria Hotel – with panoramic views over the beach and English Channel.  The lower section was built in the 1930s and the upper part was added in recent years as part of the local regeneration programme. It incorporates two large, flexible trading areas, an extensive beach-facing balcony and is suitable for a wide range of uses.

The previous operator has left and the property went back onto the market.

We have invited proposals from interested organisations so we can bring this popular venue back into use as soon as possible and are assessing the responses.

The Sussex Exchange, Hastings/St Leonards

It’s 3.5 miles from Hastings town centre on the main Queensway road, near the junction with the new Combe Valley Way which connects Hastings to Bexhill and, beyond that, Eastbourne and Brighton.

It’s close to several business estates and residential areas and has formerly attracted both business and leisure customers. Two-storey mixed-use hospitality venue on a 1.6-acre site in St Leonards with 67 parking spaces & stunning woodland views.

The Sussex Exchange is a striking, 9,046 sq ft (840.5 sq m) mixed-use hospitality facility in a scenic countryside setting in St Leonards-on-Sea, East Sussex. We opened it in 2012 as a restaurant, bar, conference centre and small cinema, and it has also since incorporated a nightclub. It’s an eco-friendly building ranging over two floors and is suitable for a wide range of uses.

On a 1.6-acre site, it comes with 67 parking spaces plus extensive outdoor terraces. And it has stunning views – from inside and out – over the ancient woodland of the Marline Valley. The Sussex Exchange has proved a popular venue amongst local people for both business and pleasure uses and is available immediately to buy or let.

Sea Change Sussex has a long track record of working to deliver high quality employment spaces and improving the sustainability of buildings within our portfolio, with the majority of our portfolio achieving EPC ratings of A or B, and all recent builds being A rated or above.

Sea Change Sussex was founded as a company that would look not just at delivering commercial buildings but also at clean energy production with a focus initially regarding onshore wind but have through partnerships with community solar groups and other investors been exploring the opportunities to expand the energy side of our portfolio and the viability of previously mothballed projects, because of changes in government policy.

Over the coming years the company will be continuing to look at how it can maximise the potential of its portfolio to support the transition of the local economy towards net-zero.

Our past projects have incorporated a number of sustainability features and including the integration of passive ventilation and cooling systems into many of our newer office developments, and retrofitting community owned solar panels to one of our business centres as part of our ongoing efforts to reduce the impact of our properties and support our tenants to do the same.

The sustainable features introduced into our buildings have proven to be marketing assets because of their ability to meet post covid office environment conditions.

Our new property director will be expected to work with the rest of our team explore opportunities for improving the sustainability of our current property portfolio and potential future investments in clean energy.
