They connect businesses to customers and suppliers, enable economic growth, promote social mobility and are vital in ensuring good health outcomes.

 

Sandwell highways offer the opportunity for you to work on a diverse range of projects aimed at securing the safe and efficient movement of traffic and pedestrians within the Borough providing immeasurable benefit to the lives of our residents.

Our exciting and ambitious programme includes projects such as:

Approximately 70% of the Council’s 30,000 streetlights have already been converted to LED. We plan to convert our remaining streetlighting bringing significant reductions in energy consumption, carbon and associated energy costs.

In August 2021, Sandwell received confirmation that it was one of only thirty-nine councils in England to be awarded a share of £15 million additional funding to accelerate the transition of our traffic signals to LED.

As part of the ‘Tranche 2B Challenge Fund’ the DfT made £98 million of funding available for bridge refurbishment. Each local highway authority was eligible to submit one bid for up to £5 million. Sandwell was successful in securing the full amount of available funding for two bridges that are most in need of refurbishment, Scott Bridge and Dudley Street Bridge. These schemes are planned to be completed in 2022/23.

The condition of our classified road network has been maintained in good overall condition. Sandwell are always looking at new and innovative techniques to improve the condition of our road network.

Sandwell’s unclassified carriageway network, sometimes referred to as our local or residential network, comprises approximately 75% of the total road network. While other Councils maybe ‘losing the war on potholes’, we are working hard to invest in the right programme of activities in order to maintain the condition of our unclassified carriageway network.

Sandwell participate in the NHT Resident Satisfaction Survey. Sandwell was ranked the 7th Top Performing Authority (of 111) in Highway Maintenance 2021 for the Condition of it’s Highways.

Sandwell Parking Services

Sandwell Parking Services forms integral part of Highway Services and works closely with other areas within it. The services affect the local community, commuters and rand through traffic as it accommodates the congestion free transition throughout the Midlands. It is vital for the traffic management to be efficient and effective due to the geographic position of the borough which serves two major motorways and its intersections. The parking team amongst other areas of responsibility ensures that it keeps approximately 45 Km of red routes clear at all times. Parking team also delivers bikeability in schools and manages the School crossing patrol services.

Sandwell is the third largest metropolitan borough in the West Midlands. Sandwell is made up of six towns - Oldbury, Rowley Regis, Smethwick, Tipton, Wednesbury and West Bromwich.

We have exciting opportunities available within the Highways Service at Sandwell Council.  We are seeking highly motivated, skilled and experienced individuals to work within Sandwell’s Highway Services to help in the design delivery of a range Highway Maintenance Services.

These roles are key roles in the organisation as you will be taking responsibility for managing and motivating people to deliver priorities and objectives, generating income, programme delivery, management reporting and instilling a culture of continuous improvement.

You will be involved in the promotion, design and delivery of new investment, across a wide range of asset types, working closely with our supply chain and regional partners, permits team, providing technical approval of highway designs, assess regional transportation projects in relation to highways as well as supporting in identifying and submitting external funding bids.

We would love to hear from anyone who can demonstrate:  

  • Excellent planning and prioritisation skills
  • An analytical approach to problem solving
  • Experience in the design of highways, bridges and structures or traffic signal schemes
  • Management and/or supervision of construction projects, ensuring delivery on time and to cost
  • Knowledge of/ and/or ability to interpret relevant codes of practice, procedures or DfT circulars
  • Ability to assess risk and hazards when working on the highway
  • A drive for continuous improvement
  • A willingness to work towards obtaining an appropriate management qualification
  • Ability to work under pressure, organise your own workload and meet deadline

Sandwell Parking Services

Sandwell Parking within highways offer the opportunity for you to work on a diverse range of projects aimed at securing the safe and efficient movement of traffic and pedestrians within the Borough providing immeasurable benefit to the lives of our residents.

We have a very dynamic team that delivers a very efficient traffic Management:

  • The team deals with various contract including Enforcement, pay and display equipment, cashless payments, Enforcement agents, Bespoke ICT, Patrol and appeals, Traffic Enforcement Centre, CCTV enforcement, Bus Lanes etc.
  • In the spring of 2022, Sandwell will be taking on further Part 6 powers to enforce moving traffic contraventions and pavement parking enforcement once the Bill is approved.
  • The team includes engineers making Traffic Regulation Orders both on and off Street, Management of School Crossing Patrol, Bus Lane enforcement. Notice Processing and Bikeability.
  • Sandwell Council issues in access of 70K Penalty Charge Notices both on/off street and Bus lanes. The Enforcement contractors share the offices within the council house and overseen by the Parking Management for delivering first line notice processing, enforcement and cash collection and reconciliation.
  • The parking team is at the forefront of any innovation and technological advancements as well as undertaking pilots with various government departments as well as enforcement agencies.
  • Sandwell requires all management individuals to hold individual membership of the Membership organisation (British Parking Association)

You will be involved in the delivery of the Traffic Management initiative including income generation, blue badge fraud, implementing new legislations, contract management , project Management of Bikeability etc.

  • Excellent planning and prioritisation skills

  • At least 5 years’ Experience in Local Authority Parking Management.
  • Knowledge of/ and/or ability to interpret relevant codes of practice, procedures or DfT circulars, legislations for parking and appeals and courts.

  • A willingness to work towards obtaining an appropriate management qualification
