Independent Panel Members sit on police misconduct panels and assist those panels in coming to fair and evidence based decisions about a particular officer’s conduct and appropriate outcomes arising from those decisions. They provide an independent and impartial voice on such panels and provide assurance to the community that conduct matters are treated seriously, and that misconduct proceedings are being properly investigated and adjudicated.
Panel members will be part of a list of independent people able to sit on Misconduct Hearings when required. The time commitment is variable but is likely to be between 5 – 10 hearings per year. Most hearings last four or seven days, and on rare occasions several weeks. The public expect police officers to be dealt with fairly but thoroughly, and you will be expected to use your skills and experience to make sure this happens.
The role is open to people who can demonstrate strong analytical and communication skills, self-confidence and the ability to take a balanced, open minded and objective approach to issues presented. You will also be expected to have a good understanding of community perceptions and relations with regard to policing matters.
The Police Reform and Social Responsibility Act 2011 established an elected Police and Crime Commissioner for each police force area across England and Wales to ensure that there is democratic oversight of how policing is delivered. In London, the elected Mayor – Sadiq Khan, is the equivalent of the Police and Crime Commissioner and is responsible for ensuring that the Metropolitan Police deliver an efficient and effective service for Londoners.
The Mayor’s Office for Policing and Crime (MOPAC) supports the Mayor in fulfilling his role. The Mayor has appointed a statutory Deputy Mayor for Policing and Crime – Sophie Linden – to lead MOPAC. MOPAC is responsible for setting the overall strategic direction for policing and safety, overseeing police performance in the capital and commissioning a wide range of services to prevent crime and support victims.
To complement its existing members, MOPAC is seeking a further fifteen independent members to sit on misconduct panels.
