The team

The Council’s ‘Strategic Property Services’ (SPS) is responsible for looking after all the corporate property assets, where most social housing and education matters are the responsibility of other departments.

Appointments made over the past three years have helped reinvigorate both the SPS department and all the management levels above it so that it is now properly empowered and resourced to give effect to much needed transformation of the corporate property function and estate management outputs.

Property services is divided into four teams:

  • Operational Property
  • Asset Management
  • Development, Disposals & Acquisitions
  • Property Information
 

Of these teams, the Operational Property team is a recent addition to SPS and has been set up in response to the Council adopting a Corporate Landlord model for its operational estate.

The Head of Operational Property will ultimately lead a team of seven full-time staff in fulfilling its remit.

The new post-holder will have the opportunity to shape a variety of key matters, such as:

  • How the Corporate Landlord model is implemented, and forge new or different relationships with service users where their property responsibilities have been largely centralised
  • The extent of operational property data to be gathered and held in a to-be procured new asset management system and how that can assist the operational property and wider SPS function
  • Determine the selection of several of the team’s personnel through the recruitment of approved and funded posts
  • Take a leading role in the delivery of the Council’s workplace transformation programme – ‘Build the Change’ – where the main responsibilities will be to determine the high-level specification and design of the workspace of the Council’s main office spaces, and making it happen.
