Smart Data Trust Framework Specialist | Interim contract | Competitive Day rate (Inside ir35)

I am recruiting for an experienced Smart Data Trust Framework Consultant to work for the Department for Business and Trade on an interim contract.
This is an exciting opportunity for a specialist consultant with strong technical and policy expertise to lead the development of a cross-economy Smart Data Trust Framework Guidebook. This guidebook will define the foundational principles, technical standards, and governance arrangements required to enable secure, inclusive, and interoperable Smart Data sharing across sectors.

The consultant will be embedded within the Smart Data team and work closely with the Smart Data Council and a dedicated Trust Framework Sub-Committee. The guidebook is designed to be agile – it will evolve through the consultant’s discussions with the Smart Data Council.

This role requires deep technical and policy expertise to shape a blueprint that is legally sound, practically implementable, and aligned with UK data protection laws, digital identity standards, and emerging best practices in trust and governance.

Key Responsibilities

  • Lead the drafting of thematic chapters of the Smart Data Trust Framework Guidebook, following the structured delivery model outlined in the Guidebook Delivery Plan. Each chapter will be developed over a 10-week cycle. The consultant will draft the initial structure and key questions, produce first drafts (in parallel with evidence gathering), and integrate Sub-Committee feedback.
  • Coordinate inputs from stakeholders across government, industry, and civil society, including commissioned research and expert contributions. This includes managing Track A (short written inputs) and Track B (longer-term research) streams.
  • Draft chapters covering the following themes, grouped under the Guidebook’s layered structure.
Essential Skills and Experience

  • Proven experience in developing trust frameworks, particularly in digital identity, data governance, or Smart data contexts.
  • Strong understanding of UK data protection laws, digital trust ecosystems, and technical standards.
  • Familiarity with Smart Data initiatives, Open Banking, or similar frameworks.
  • Ability to translate complex technical and legal concepts into accessible policy guidance.
  • Experience working with government departments or public sector bodies.
  • Excellent stakeholder engagement and communication skills.

What you will get in return

The role is to start ASAP. It is initially up until the end of March 2026, but it has the potential to be a long-term contract. The role is working inside IR35 and paying a competitive day rate through an umbrella company. It offers hybrid and flexible working options. Sponsorship not available.
