Complex Case Investigator, full-time in Birmingham offering hybrid working, ASAP start

Your new company

Due to the partnership between Hays and Birmingham City Council, we are looking for a Complex Case Investigator to join the Property Licensing Team. Your new role

As a Complex Case Investigator, you will undertake all duties associated with identifying unlicenced properties and robustly pursue those landlords reluctant to engage with mandatory and discretionary property licensing requirements. Lead on delivering both simple and more complex enforcement cases related to housing standards, property licensing, and anti-social behaviour, in accordance with the relevant policies and procedures. To achieve this, investigate and take the appropriate actions to:

  • Remove Category 1 and High Category hazards.
  • Ensure licence conditions are complied with.
  • Apply Management Regulation of requirement in HMO.
  • Take a lead role in enforcement in particular, the Issuing of Community Protection Notices (CPN) under the Housing & Planning Act 2016 and prosecution of landlords in line with the Council’s Regulation and Enforcement policy.
  • Take a lead in multi-agency action to reduce ASB emanating from Privately Rented Properties (PRP).
  • Take a lead role in coaching and mentoring Compliance Officers to develop their skills, knowledge and experience.

This is a full-time hybrid working position, with flexibility around the hybrid pattern. You will be expected to attend the office for team meetings, however as a large portion of the role is visiting properties and being out and about, you are able to work from home to complete the administrative part of the role. The team operate between the hours of 7am – 7pm, and there is also flexibility around the hours you work within the time period.

What you'll need to succeed

Candidates with previous experience in Private Sector Housing, carrying out housing standard inspections and enforcement action such as improvement notices and prohibition orders, issuing CPN’s and prosecutions. You will also need to demonstrate your experience within Housing Enforcement. You will be managing your own workload in this role, being able to demonstrate initiative, organisation, time management and trust are vital. You must also be able to demonstrate your knowledge around Housing Act 2004 and Housing Health & Safety Rating System (HHSRS) to be successful in this role.

The role will be an ASAP start, which before starting you will need to pass your reference and compliance checks. On registration please have your 2 most recent employment details available for reference checks. The successful candidate will also be required to pass a Basic DBS check, Hays will put this into process for you.
