Main Head of Financial Services

The Role

This key role reporting into me will provide strategic support for services and their senior officers. The role is a strategic one within the council; its primary focus is on all aspects of local government finance applicable to a district council. However, the role requires strategic engagement with council members, all officers within the council and partners who work with the council. You will also lead a team that supports all aspects of finance, from strategic finance, through to budget setting and monitoring, treasury management and transactional finance.

 

The successful candidate will take responsibility for:

  • Delivery of all aspects of financial management, performance and administration (Deputy s.151 officer).
  • Delivery of effective business partnering, accounts closure and budget setting, all to both statutory and local standards and regulations.
  • Be the intelligent client and lead officer for the Councils partnership role within the Leicestershire Revenues & Benefits Partnership.
  • Be the lead officer for the administration of the Audit & Standards Committee.
  • Being responsible for the administration of the National Fraud initiative.
  • Providing high quality professional advice on the financial implications of corporate proposals and drafting financial comments within committee reports to inform decision making.
 

About you

To succeed in this role, you will need to be an experienced finance professional and confident communicator, able to get the best from your team through motivation and support, and to work effectively across team and service boundaries. You will need to be a qualified accountant with local government experience and adept at explaining complex local government finance issues.

In addition to holding a CCAB (or equivalent) accounting qualification, you should have a strong leadership background with experience in managing teams through change and delivering results. You’ll need to be resilient, capable of making tough decisions with integrity, and skilled in providing clear, strategic financial advice.
