About Winchester City Council

Winchester City Council is a dynamic and forward-thinking local authority that plays a vital role in shaping life across the Winchester district.

The Local Government Association described Winchester City Council as “well-respected and high-performing”, praising its strong service delivery, prudent financial management, and commitment to engaging residents in decision-making.

This means the council isn’t just doing the basics - it’s actively striving to improve and innovate for the benefit of its communities. Winchester City Council isn’t just managing day-to-day services like waste collection, planning, and council tax - it’s leading the way on sustainability, housing, and community engagement. Its blend of historic charm and modern ambition makes it a fascinating example of local government done right.

The Council Plan 2025-30 sets out the priority outcomes for the Council and identifies the important issues that will be addressed over the life of the Plan through the work of the Council and its partners. The Council Plan, which was adopted at Council on 15 January 2025 and replaces the previous Council Plan 2020-25 is focused on six key outcomes that they want to achieve in the coming years in a way that is consistent across their aims.

  • Greener, Faster
  • Healthy Communities
  • Thriving Places
  • Good Homes for All
  • Efficient and Effective
  • Listening and Learning

The outcome of these combined aims will be a district where everyone enjoys the opportunities and quality of life that come from living in the Winchester District.
