About the City of London Corporation

Based in Guildhall, the City Corporation looks after and promotes the City of London. It is headed by the Lord Mayor with the Court of Common Council being its main decision-making body. We are a uniquely diverse organisation, with a role that goes beyond that of an ordinary local authority. We have our own government (the oldest in the country with origins pre-dating Parliament), our own Lord Mayor as well as our independent police force.

As the governing body of the Square Mile, we provide local government services for residents and City workers based in the Square Mile, but not those of other boroughs. This, along with our independent and non-party political voice and convening power, enables us to promote the interests of people and organisations across London and the UK and play a valued role on the world stage. Our decision-making arrangements operate on a committee-based system whereby elected Councillors (Members) are appointed annually to serve on our many committees and sub committees. These committees, the principal governing body being the Court of Common Council, meet regularly throughout the year.

Councillors represent a wide range of professions and City interests and take the major strategic decisions that direct the work of the City Corporation. They sit on a variety of committees - also open to the public - that manage the organisation’s different functions.

There are two main types of committees – the first is made up of one member from each of the City's wards plus ex-officio members (membership due to holding a specific office or role); the second is made up of members directly elected by the Court of Common Council plus ex officio members. They are elected on a non-party political basis and are unpaid.

This is the City Corporation's primary decision-making assembly, and usually meets every four weeks. Its main business focuses on the reports of committees and members' questions and motions. It works through committees, like any other local authority, but it is unique in that it is non-party political.

Members of the Common Council (also referred to as Common Councillors) are elected by the wards of the City every four years. Each ward returns between two and 10 members depending on the size of the electorate.

There are 25 Aldermen, one elected for each Ward in the City of London. They all serve on the Court of Aldermen, which meets eight times a year and is chaired by the Lord Mayor. Aldermen are elected at least every six years on a rolling basis.

Aldermen also serve on the Court of Common Council committees, act as governors and trustees of a variety of schools, hospitals, charitable foundations and trusts with connections to the City of London.

The City Corporation is divided into 25 wards and 125 members are elected to represent them. Each ward elects one Alderman and two or more Common Councillors, depending on its population, totalling 100 Common Councillors and 25 Aldermen. Full City-wide elections are held every four years with By-elections and Aldermanic elections in between. Because the City has a relatively small number of residents compared to City workers, it has two categories of voters: resident and business.

Pension

Employees are automatically be admitted to the City Corporation’s Local Government Pension Scheme (LGPS). Staff contribute between 5.5% and 12.5% of their pensionable pay to the scheme, depending on salary. However, if individual’s do not wish to join the Scheme, they must make a formal opt-out declaration.

CityWell

CityWell is the City Corporation’s Employee Health and Wellbeing Strategy. The aim is to establish a resilient health and wellbeing programme, which continues to develop and adapt to the changing needs of City Corporation employees in years to come. This takes a holistic and preventative approach to promote health and wellbeing i.e. mental health, physical activity and social wellbeing.

Staff Networks

Employee engagement, enthusiasm and collaboration are vitally important in creating an inclusive and equality-driven environment. The City Corporation’s poured time and passion into supporting and encouraging our Staff Diversity Networks.

The aim of the networks is to give employees an inclusive, safe and confidential forum to connect with and support each other, share ideas and best practice, and help the organisation to better understand the people who work for it.

Employee Volunteering Programme

The City Corporation, in line with its aims to contribute to a flourishing society, shape outstanding environments and support a thriving economy, offers employees paid special leave time during normal hours to encourage employees to volunteer their time and skills to Volunteer Involving Organisations (VIOs) operating within the Square Mile, London and beyond.

Full-time employees may take up to 2 days or 14 hours per year in which to volunteer, between 1 January and 31 December. For temporary and part time employees these hours are adjusted pro rata. Volunteering time can be taken in smaller bite size e.g. 2 hours a week over 7 weeks, where this can be accommodated by the City Corporation and meets the requirements of the volunteer organisation.
