Main Senior Lawyer

The Role

We have recently taken the exciting decision to bring our Legal Service back in house and with two Lawyers already successfully recruited, we are now looking for two Senior Lawyers, Contracts and Procurement, and Planning, to compliment the team covering a diverse portfolio of legal work within your specialist experience. 

As a new team we will mould and develop the service that provides high-quality, customer-focused, specialist legal advice and assistance across all areas of the council.  In these client facing roles, you will have experience of providing advice on complex legal work matters to Members, Officers and other stakeholders, meeting regularly with your key clients supporting them in delivering an efficient service for our communities.

 

As Senior Planning Lawyer, you will have experience in dealing with planning matters including:

  • General legal advice on planning matters
  • Negotiation and drafting of s.106 agreements
  • Variations of s.106 agreements
  • Advice for planning appeals
  • Advice on specialist matters, for example Judicial
  • Reviews and/or seeking advice from Counsel as necessary
  • Support and advice on planning enforcement
 

As Senior Contracts and Procurement Lawyer, you will be dealing with all contracts and procurement matters including:

  • Preparing contract documentation
  • Advising on compliance and governance requirements in relation to the Public Procurement legislation and the Council’s Procedure Rules
  • Negotiating and draft agreements including consultancy agreements, agreements for services, grant agreements, funding agreements, JCT agreements and variations, novations and concessions.
  • Providing relevant legal advice on competitive processes and/or mitigating procurement risk
  • Contractual disputes 
  • Alternative delivery models including partnership and joint venture agreements, shared services arrangements between public bodies and trading companies 
 

For both posts you will be required to ensure the implications of local government law are understood and complied with, including the statutory requirement within the Council.  You will draft and advise on reports for Cabinet, Council Committees and other meetings as required ensuring that all procedural and standing order requirements are complied with.  You will also have experience of the following: 

 
  • Preparing and making reports to committees
  • Experience of managing competing demands and tight deadlines
  • Flexible, positive can-do approach to change and work demands
  • Experience of day-to-day management of lawyers and/or administrative staff
 

About you

Reporting into me as Head of Legal Services, you will be responsible for your own caseloads, which will cover a wide range of diverse, complex and interesting matters.  As a qualified CILEX, Solicitor, Barrister or licensed to practice, you will be able to demonstrate previous experience of providing advice on complex legal matters to Members, Officers and other stakeholders.   

As an effective communicator with well developed negotiation, influencing and problem solving skills, you will be excited at the prospect joining our new team, helping to shape it for the future.  You will be a real team player with the flexibility, initiative and drive to not only contribute to the success of our dedicated legal team but to the council as a whole.

You will work from our beautiful offices based in the heart of Market Harborough which services the whole of the Harborough District.  We have a hybrid working approach with an expectation that you will work from the Council offices at least one to two days per week, and as you will be used to, there will be some attendance at evening committee meetings as needed.
